Texas Prescription Monitoring Program
The Texas Prescription Monitoring Program (PMP) is used to collect and monitor prescription data for all Schedule II, III, IV, and V Controlled Substances dispensed by a pharmacy in Texas or to a Texas resident from a pharmacy located in another state. The PMP also provides a database for monitoring patient prescription history for practitioners and the ordering of Schedule II Texas Official Prescription Forms. All Texas-licensed pharmacies are required to report all dispensed controlled substances records to the Texas Prescription Monitoring Program (PMP) no later than the next business day after the prescription is filled.
Beginning March 1, 2020, pharmacists and prescribers (other than a veterinarian) will be required to check the patient’s PMP history before dispensing or prescribing opioids, benzodiazepines, barbiturates, or carisoprodol. The reporting requirement applies to all Schedule II, III, IV, and V controlled substances.
Currently, pharmacists and prescribers are encouraged to check the PMP to help eliminate duplicate and overprescribing of controlled substances, as well as to obtain critical controlled substance history information.
Using AWARxE as a Clinical Data Registry Reporting Option
for Meaningful Use/Promoting Interoperability
The Health Information Technology for Economic and Clinical Health (HITECH) Act of 2009 aimed to accelerate the adoption of health information technology through the federal Promoting Interoperability Program (also referred to as the Electronic Health Record (EHR) Incentive Program or Meaningful Use). The program provides incentive payments to Medicaid eligible professionals (EP) that demonstrate the “meaningful use” (MU) of certified electronic health record technology. Medicaid EPs must demonstrate MU by successfully reporting on several objectives and measures.
On October 7, 2019, the Texas Prescription Monitoring Program (PMP), maintained by the Texas State Board of Pharmacy, identified itself as a registry for the Public Health and Clinical Data Registry Reporting objective in the Texas Medicaid EHR Incentive/Promoting Interoperability (PI) Program. EPs who participate in the Texas Medicaid EHR Incentive/PI Program who are registered with the PMP’s AWARxE system and conduct queries of patient prescription and dispensing history may attest to the Clinical Data Registry Reporting measure.
