Richard “Rick” Tisch of Spring is the Regional Vice President of HSA Bank, a division of Webster Bank, N.A. Member FDIC, where he is responsible for new sales for healthcare savings and spending accounts in Texas and Louisiana. Rick has been in the group health insurance industry for over 25 years. Throughout his career, he has worked for many of the major health insurance carriers, including UnitedHealthcare, Humana and CVS Health/Aetna. Rick was also a Vice President/Practice Leader for consulting firm Willis Towers Watson.

Rick was appointed in 2001 by Governor Rick Perry to serve as a council member on the Texas Council for Developmental Disabilities, serving until 2019. Positions Rick has held on the TCDD include Vice-Chair of the Council, Vice-Chair of Public Policy, Chair of Public Policy, member of the Project Committee and member of the Executive Committee. He has provided personal testimony to Texas State Legislators as well as US Legislators to help ensure that people with disabilities can be fully included in their communities and exercise control over their lives.

Rick received a Bachelor of Business Administration from The University of Texas at Austin. He holds a General Lines Agent License (Life, Accident, Health & HMO) as well as a Life and Health Insurance Counselor License. He is also a Continuing Education Provider and conducts multiple CE courses for licensed insurance agents every year.

Rick has been married to his wife, Jennifer, for 30 years. They have 3 adult children (Ryan, Joseph and Avery). He is an active member of Faithbridge United Methodist Church where he serves as a volunteer who assists children with disabilities. He is also a basketball coach for Special Olympics where his son Ryan is a star player. Rick has proudly taken his Special Olympics team to the Texas State Games for over ten years. He enjoys traveling, working out and spending time with his family.
