HB 1137, passed by the 2011 Texas Legislature, requires all pharmacies that sell over-the-counter medications containing ephedrine and/or pseudoephedrine (PSE) to participate in a statewide, real-time electronic PSE monitoring program. The bill requires all pharmacies to use the new system beginning January 1, 2012.
TSBP has recently been notified that a large number of pharmacies have not completed the set-up process to use this system by the January 1, 2012 deadline. Because of this TSBP is using the authority granted in this bill to extend the deadline for pharmacies until January 31, 2012.
WHAT YOU NEED TO DO
If your pharmacy IS set-up and using the National Precursor Log Exchange (NPLEx) or MethCheck system, you don’t need to do anything.
If your pharmacy is NOT set-up to use the NPLEx system, you need to immediately contact Appriss, the software provider of NPLEX. Contact information is below:

If your pharmacy does not sell ephedrine or pseudoephedrine OTC products, you may opt out of participation in NPLEx by sending an e-mail to Appriss at TXNPLEx@appriss.com Please include your name, the pharmacy’s name and address, your pharmacy’s TSBP license number, and a brief message indicating that you do not sell PSE products over-the-counter.
Finally, if you are not able to get your pharmacy set up by the extended deadline of 1/31/2012, please send a letter explaining why you cannot meet the 1/31/2012 deadline and how much additional time you will need to get your pharmacy set-up.
